Jody Victor Horizons Travel News: A crackdown on public drunkenness in Texas bars has tourism officials worried and state officials taking another look at a program that sends undercover officers into drinking establishments. "What people are reacting to is this over-reaching," said John Doyle, executive director of the American Beverage Institute, a restaurant association. "The tactics seem a little-heavy handed and ineffective. There are much more effective ways to go after drunk drivers." The possibility of getting arrested or cited in a bar for public intoxication, even when one has no plans of driving, has prompted hundreds of people to contact visitors bureaus and state officials as the program got media attention in recent weeks.
